The Metropolitan Management Act, 1855 (18& 19 Vict., c 120) created a Metropolitan Board of Works to undertake sanitary responsibilities for the area of London which by that time included parts of Middlesex, Surrey and Kent, without altering jurisdictions in any other matters. The Board was comprised of Vestries in the case of important parishes and of Board of Works for unions of two or more parishes (Youngs F, Local Administrative Units of England, p. XV).
